What is IEC-Import Export Code?
Import Export Code (IEC) is 10digit no. Provided by the government to enable the person to import or export anything to/from India. IEC is nothing but PAN of the person applying for IEC. Every person who wants to export or import the goods from/to India is required to get the IEC Registration of his business. This certificate is issued by the Director General of Foreign Trade (DGFT)

No, as per Notice No 23/2018-19 New Delhi, Dated the 8 th August,2018, Pan of the applicant is itself allotted as person applying for IEC need not required any GST certificate.
